Torrance Daily Breeze, DB 7-53 Ordinance Summary ORDINANCE NO. 3803 On June 21, 2016, the City Council of the City of Torrance adopted Ordinance No. 3803, which amends Chapter 10 to Division 4 of the Torrance Municipal Code regarding Storm Water and Urban Runoff Pollution. This Ordinance enables the City to comply with the updated requirements of the most recently adopted National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer Systems (MS4) permit for the Los Angeles region. It adds new definitions and includes nurseries and nursery centers in the Commercial Facilities Inspection Program. It also implements an expanded industrial/commercial facilities inspection program with new documentation and registration requirements. There are new documentation requirements for grading operations as well as expanded sampling and monitoring requirements.
