Torrance Daily Breeze, DB 7-11 PUBLIC HEARING NOTICE The Mayor and Council Members of the City of Inglewood (City) have scheduled a public hearing to receive input on the Fiscal Year 2016-2017 Annual Action Plan and Substantial Amendment. The Annual Action Plan and Substantial Amendment includes funding recommendations for the Community Development Block Grant (CDBG) Program and HOME Investment Partnership Act (HOME) Program. All interested persons may appear before the City Council and be heard on this matter. Date: Tuesday, July 12, 2016 Time: 2:00 P.M. Place: Inglewood City Hall City Council Chambers, 9th Floor 1 W. Manchester Boulevard Inglewood, California 90301 SUMMARY OF THE FY 2016-2017 ANNUAL ACTION PLAN AND SUBSTANIAL MENDMENT The Annual Action Plan for the City of Inglewood serves as the grant application to the U.S. Department of Housing and Urban Development (HUD) for its federally funded grant programs. All funds will be used to benefit extremely low- to low-income persons in the City. The City wishes to encourage comments from extremely low- to low-income persons, particularly from those living in neighborhoods where the funds are proposed to be used. The City will take appropriate actions to encourage the participation of all its residents, including persons who are non-English speaking, who have limited mobility due to disability, or who are visually or hearing impaired. The following summary highlights the available funding levels for each of the funding categories: City of Inglewood Fiscal Year 2016-2017 Consolidated Plan Statement of Objectives and Use of Funds Community Development Block Grant: 2016-2017 Allocation $1,424,690 2015-2016 Carryover 200,000 Total CDBG Resources $1,624,690 CDBG Public Services 2016-2017 Allocation Senior Nutrition Program $115,703 Fair Housing Counseling $58,000 Lockhaven/Center Park $10,000 Siminski Park $10,000 Rogers Parks $10,000 Homeless Public Services $10,000 Total CDBG Public Services $213,703 CDBG Non-Public Services 2016-2017 Allocation Street Reconstruction - Public Works $447,601 Sidewalk Reconstruction - Public Works $223,048 Total CDBG Non-Public Services $670,649 National Objective: Ensure a suitable living environment National Benefit: Low/Moderate Income Area Benefit Economic and Community Development Department Property Maintenance/Code Enforcement Amount of funding recommended = $255,400 Program Administration (Maximum 20% Entitlement) Amount of funding recommended = $284,938 HOME Investment Partnership Act (HOME) Program: FY 2016-2017 Entitlement Allocation 627,513 FY 2015-2016 Carryover $3,300,000 Total HOME Available Resources $3,927,513 Multi-family Construction and Rehabilitation Program Amount of funding recommended = $3,300,000 Tenant-Based Rental Assistance (TBRA) Program Amount of funding recommended = $470,635 HOME Program Administration (Maximum 10% Entitlement) Amount of funding recommended = $62,751 Community Housing Development Organization (CHDO) (Minimum 15% Entitlement) Amount of funding recommended = $94,127 Copies of the Fiscal Year 2016-2017 Annual Action Plan and Substantial Amendment will be available for public review on July 12, 2016 in the City Clerk's Office, the Inglewood Public Library and the City of Inglewood website www.cityofinglewood.org under City Council Agenda for July 12, 2016. In the event that the City Council meeting of July 12, 2016 is not held, or is concluded prior to this public hearing agenda item being considered, this public hearing will be automatically continued to the next regularly scheduled City Council meeting.
