The property area is 16,022 sq. ft. and resides over two parcels; with one parcel in the City of Lomita and one in the City of Los Angeles. The majority of the property (10, 249 sq. ft.) is located in Lomita and the City of Lomita is the Lead Agency. The City of Los Angeles will require approval of a conditional use permit for the project which will be approved by the City's Zoning Administrator (case number ZA-2016-522-CU). This Notice serves as the City of Lomita's Notice of Intent to adopt a Negative Declaration for the proposed Starbucks Drive-Thru facility, 1730-1734 Pacific Coast Highway. The City of Lomita has performed a comprehensive evaluation of the potential impacts for this project in accordance with California Environmental Quality Act (CEQA) and the State CEQA Guidelines. The Initial Study/ Negative Declaration does not identify any significant effects associated with approval of the project. As mandated by State law, the minimum public review period for the Initial Study/ Negative Declaration is 20 days. The public comment period for this document begins on May 16, 2016 and ends on June 4, 2016. The document is available for review at the City of Lomita, 24300 Narbonne Avenue, Lomita, CA 90717 and on the City's website at www.lomitacity.com/cityhall. A public hearing will be scheduled before the Planning Commission to receive comments on the project. This meeting will be noticed separately when the date and time are set.
