Torrance Daily Breeze, DB 11-29 NOTICE INVITING SEALED BIDS CITY OF RANCHO PALOS VERDES Engineers Estimate $172,205.00 PROJECT IDENTIFICATION NAME: ADA ACCESS AND SIDEWALK IMPROVEMENTS ON PVDW (Community Development Block Grant Project #601659-14) BIDS MUST BE RECEIVED BY: 10:00 a.m. on Monday, December 1, 2015 BIDS TO BE OPENED AT: 10:00 a.m. on Monday, December 1, 2015 PLACE OF BID RECEIPT: Office of the Director of Public Works City Hall, 30940 Hawthorne Boulevard Rancho Palos Verdes, California 90275 NOTICE IS HEREBY GIVEN that the City of Rancho Palos Verdes, County of Los Angeles, California, will receive up to, but not later than the time set forth above, sealed contract bids for the award of a contract for the above project. All bids shall be made on the form furnished by the City and will be opened and publicly read aloud a few minutes after the above-stated time at the place of bid identified above. Sealed bids must be placed in a sealed package with the project name and identification number typed or clearly printed on the lower left corner of the package. Requests for separate pre-bid site meetings are discouraged. The City has no obligation to arrange for a separate pre-bid site meeting, however requests for separate visits may be considered in special circumstances and at the City's sole discretion. OBTAINING BID DOCUMENTS: Contract documents for the above referenced project may be obtained at the Office of the Director of Public Works, City Hall, 30940 Hawthorne Boulevard, Rancho Palos Verdes, California 90275 upon payment of $30 for each set ($45 if mailed). This amount is not refundable. Interested parties may also download the Contract Documents free of charge from the City's website, http://www.rpvca.gov/437/Business-Resources. Potential Bidders who purchase Contract Documents from City Hall will be placed on the list of Plan Holders at the time of purchase. Only those firms on the list of Plan Holders will be informed of any and all subsequent project information prior to bid opening, including Addenda. Addenda will be issued only to a Plan Holder. Those downloading documents who want to be placed on the list of Plan Holders will need to contact the Public Works office at publicworks@rpvca.gov or 310-544-5252 and ask to be registered as a Plan Holder for the specified project. Potential Bidders must provide company contact information including company name, address, telephone and facsimile numbers, email address, and the project number and title as it appears on this Notice along with their request to be registered. FACSIMILE NUMBER AND EMAIL ADDRESS: Anyone obtaining Contract Documents shall supply the Director of Public Works with a facsimile number and email address to facilitate transmission of Addenda and other information related to these Contract Documents. If the Addenda and other information are emailed, the City shall also send all documents by facsimile or U.S. Mail. Failure to provide such a facsimile number and email address may result in late notification. The City does not guarantee that it will provide any information by facsimile, email, or both. A bidder shall be responsible for all Addenda regardless of whether Bidder received any such fax or email, and a Bidder shall have no recourse due to not receiving such facsimile, email or both. PRE-BID MEETING: A non-mandatory pre-bid meeting will be held on Wednesday, November 18, 2015. All potential bidders need to meet in the Public Works lobby by 10:00 p.m. (30940 Hawthorne Boulevard, Rancho Palos Verdes, CA 9275). FORM OF BIDS: Each bidder must submit a bid to the City, addressed to the Director of Public Works on the standard forms available in the office of Director of Public Works. The bid must be accompanied by either a cash deposit, certified check, cashier's check or a bidder's bond issued by a California admitted surety insurer, made payable to the Owner, in an amount not less than 10 percent of the total bid submitted. Bids shall remain valid and shall not be subject to withdrawal for ninety (90) calendar days after the bid opening date. Each bid response shall be accompanied by the bid securities attachments required as part of this Invitation for Sealed Bids. This may include, but not be limited to such items as a list of proposed subcontractors, evidence of insurance, performance bond and a labor and materials bond as specified in the contract documents. DESCRIPTION OF WORK: The work to be done consists of furnishing all materials, equipment, tools, labor, and incidentals as required by the Plans, Specifications, and Bid Documents. The general items of work include the installation of temporary slope and block wall retention, construction of PCC sidewalk, PCC retaining wall and a bus shelter and appurtenant items not mentioned that are required to complete the work. COMPLETION OF WORK: All work shall be completed within 30 working days following written Notice to Proceed. Work shall be closely coordinated with City Staff and shall not deviate from the approved schedule. There is an $800 assessment for liquidated damages for each day that work remains incomplete beyond the time specified for the completion of the work. Refer to the bid specifications and contract documents for further details. All work shall be secured by a surety bond that will remain in force for a period of one (1) year after the date that the City accepts the project. PREVAILING WAGE: This is a federally-assisted construction project. Federal Labor Standards Provisions, including prevailing wage requirements of the Davis-Bacon and Related Acts will be enforced. In the event of a conflict between Federal and State wages rates, the higher of the two will prevail. In accordance with Labor Code Section 1770 et seq., the Project is a "public work." The selected Bidder (Contractor) and any Subcontractors shall pay wages in accordance with the determination of the Director of the Department of Industrial Relations ("DIR") regarding the prevailing rate of per diem wages. Copies of those rates are on file with the Director of Public Works, and are available to any interested party upon request. The Contractor shall post a copy of the DIR's determination of the prevailing rate of per diem wages at each job site. This Project is subject to compliance monitoring and enforcement by the DIR. CONFLICT OF INTEREST: In the procurement of construction, the conflict of interest provisions in (State LCA 24 CFR 85.36 and Non-Profit Organizations 24 CFR 84.4), OMB Circular A-110, and 24 CFR 570.611, respectively, shall apply. No employee, officer or agent of the sub-recipient shall participate in selection, or in the award or administration of a contract supported by Federal funds if a conflict of interest, real or apparent, would be involved. LICENSES: The bidder must possess a Class A contractor's license. No contract will be awarded to any bidder who is not a properly licensed California contractor as required by the California Business and Professions Code. The successful Contractor must also possess a current City business license. REGISTRATION WITH DIR: No contractor or subcontractor may be listed on a bid proposal for a public works project (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code 1771.1(a)]. Failure of the Contractor and all listed subcontractors to have pre-registered with the DIR will subject the low bidder to being disqualified. RETENTION SUBSTITUTION: The Contractor may, at Contractor's sole cost and expense, substitute securities equivalent to any monies withheld by the Owner as provided in California Public Contract Code Section 22300. No such substitution shall be accepted until all documents related to such substitution are reviewed and found acceptable by the Owner's attorney. BIDDING PROCESS: The City reserves the right to reject any or all bids or any parts thereof and waive any irregularities or informalities in any bid or in the bidding and to make awards in all or part in the best interest of the City.
